Contractor Licensing

The City of Alliance requires contractors and subcontractors performing construction related work to obtain a Contractor's License from the City. This requirement applies to builders, plumbers, HVAC contractors, Gas Piper Fitters, and other similar construction related crafts. Additional information about the City building codes and contractor licensing requirements may be found in Chapter 105 of the Alliance Municipal Code (See link below).

Contractor license applications may be filled out and submitted to the Community Development Office located in the Municipal Building at 324 Laramie Ave., or by emailing the application and documentation to building@cityofalliance.net. All applications must be completely filled out and accompanied by the application fee, proof of insurance on an Acord form, references proving relevant work experience, and proof the applicant has passed the appropriate contractor test provided by the International Code Council. Proof of licensing in a jurisdiction with the same or similar licensing requirements as Alliance may be submitted in lieu of submitting the testing and experience requirements.

Why Licensing is Important for Contractors

Being licensed provides potential customers with an easy way to confirm the contractor has a base line of knowledge and experience with the adopted construction codes and that insurance requirements are met in case of any substandard work, accidents, or injuries on the job. Being licensed may also make it easier to obtain licensing in other jurisdictions that have the same or similar requirements as Alliance. Licensed contractors are also able to obtain permits for projects and call for inspections. Inspections cannot be conducted for unlicensed contractors and/or for non permitted work.

Why Licensing is Important for Property Owners

Hiring an unlicensed contractor may expose home and business owners to unexpected liabilities. In order to obtain a contractor license from the City, applicants must submit proof of relevant work experience, provide a copy of their liability insurance, and in some circumstances, take a test administered by the publisher of the adopted City of Alliance construction codes. Property owners that hire unlicensed contractors could be held liable for injuries to the contractor while they are on their property if the contractor is uninsured, as well as any accidents that may happen to their property related to a construction project, and/or any substandard construction work that doesn't meet code. Unlicensed contractors are not able to obtain permits or call for inspections. 

The City of Alliance encourages home and business owners to check the business practices and the quality of previous work completed by a potential contractor. It is appropriate to ask for references and examples of previous work completed by the contractor, to request proof the contractor is licensed, and to see a copy of the permit obtained for work.
